German Income Tax Rates 2025 — Complete Expat Guide

Germany uses a progressive income tax system under § 32a EStG. As an expat or international employee, you are subject to the same rates as German residents once you establish tax residency (183-day rule or registered permanent home in Germany). Your employer withholds Lohnsteuer (wage tax) monthly based on your tax class (Steuerklasse).

EU Blue Card Germany — Salary Thresholds 2025

The German EU Blue Card (Blaue Karte EU) is Germany's premium skilled worker visa, governed by Section 18g of the German Residence Act (Aufenthaltsgesetz). It grants fast-track permanent residence after just 21 months with B1-level German.

Profession CategoryMinimum Annual Gross (2025)Fast-Track PR
STEM, IT, Doctors, Engineers (shortage)€43,76021 months (B1 German)
All Other Regulated Professions€48,30027 months (A1 German)

GKV vs. PKV — Statutory vs. Private Health Insurance for Expats

Germany mandates health insurance for all residents. Employees earning below the Versicherungspflichtgrenze (€73,800 gross/year in 2025) must use statutory GKV. Above this threshold, you may opt for private PKV — which offers lower contributions for young, healthy expats but lacks free family coverage.

GKV (Public) — Statutory

  • ✅ 7.3% employee contribution + Ø 2.5% supplement
  • ✅ Free family coverage (spouse + children)
  • ✅ Immediate cover — no medical exam
  • ⚠️ Less choice of specialists
  • ⚠️ Standard hospital room (shared)

PKV (Private) — Optional above €73,800

  • ✅ Lower monthly premiums for young/healthy
  • ✅ Private hospital room, priority appointments
  • ✅ Access to all specialist doctors directly
  • ⚠️ Medical exam required (pre-existing conditions excluded)
  • ⚠️ No free family coverage — each member pays separately

Salary Guides for Expats in Germany

Expat Germany Tax FAQ

Do I pay German taxes as an expat?
Yes. Once you establish German tax residency (registered address in Germany or staying 183+ days), you pay German income tax on your worldwide income. Your employer withholds Lohnsteuer monthly.
What is the Solidaritätszuschlag (Soli) and do expats pay it?
Soli was largely abolished for most taxpayers in 2021. You only pay it if your annual income tax exceeds €18,130 — roughly 90% of expat employees no longer pay it.
How long to get permanent residence on a Blue Card?
Only 21 months with B1 German certification, or 27 months with A1 level — the fastest path to permanent residence in Europe.
Can I choose private health insurance as a new expat?
Only if your gross salary exceeds €73,800/year (2025). Below this, statutory GKV is mandatory. Above it, you may opt into PKV at your next employment anniversary.
How is my German tax class determined?
Single expats receive Steuerklasse I automatically. If both spouses work in Germany, choose 4/4 (equal income) or 3/5 (one earns significantly more).
